Bernie Sanders, the Vermont independent, and Rep. Alexandria Ocasio-Cortez, Democrat of New York, are pushing for a bigger slice of President Biden\u2019s $2.3 trillion infrastructure plan to modernize public housing with renewable energy and other climate-minded initiatives that historically have left out the most vulnerable communities.<\/p>\n\n\n\n<p>The Green New Deal for Public Housing Act invests up to $172 billion over 10 years in sustainable retrofits. The&nbsp;<a href=\"https:\/\/www.sanders.senate.gov\/wp-content\/uploads\/Green-New-Deal-for-Public-Housing-Summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">proposed legislation<\/a>&nbsp;from Sanders and Ocasio-Cortez \u2014 who with Sen. Edward Markey of Massachusetts, was among the first lawmakers&nbsp;<a href=\"https:\/\/www.marketwatch.com\/story\/heres-what-we-know-about-the-democrats-green-new-deal-2019-02-07\" target=\"_blank\" rel=\"noreferrer noopener\">to push in 2019 for sweeping climate-change legislation that would warrant a historic name like the Green New Deal<\/a>&nbsp;\u2014 calls for turning the entire public housing system into zero-carbon, highly energy-efficient communities that produce on-site renewable energy.<\/p>\n\n\n\n<p>When Biden detailed his proposal in March, he called for roughly $40 billion to improve public housing infrastructure.<\/p>\n\n\n\n<p>The AOC-Sanders proposal hits during a week that the Biden administration&nbsp;<a href=\"https:\/\/www.marketwatch.com\/story\/as-kerry-secures-climate-pledge-with-china-heres-what-else-to-watch-for-at-bidens-earth-day-summit-11618804365\" target=\"_blank\" rel=\"noreferrer noopener\">is hosting world leaders to reassure them of U.S. seriousness<\/a>&nbsp;in combating manmade global warming. It also comes as some Democrats are mulling downsizing Biden\u2019s infrastructure plan to try to secure at least the minimum of 10 Republican votes needed to beat the Senate\u2019s 60-vote filibuster threshold. Republicans have argued the infrastructure effort in current form carries too large a price tag for taxpayers and that the \u201cinfrastructure\u201d label has served as a \u201cTrojan horse\u201d for the broader Democratic agenda.<\/p>\n\n\n\n<p>Biden looks set to hold&nbsp;<a href=\"https:\/\/www.marketwatch.com\/story\/biden-to-hold-fresh-round-of-bipartisan-infrastructure-talks-as-republicans-eye-smaller-package-11618845540\" target=\"_blank\" rel=\"noreferrer noopener\">a fresh round of bipartisan infrastructure talks<\/a>&nbsp;to address the scope and size of the plan.<\/p>\n\n\n\n<p>\u201cRepublicans are not going to partner with Democrats on the Green New Deal or on raising taxes to pay for it,\u201d Senator John Barrasso, Republican of Wyoming, said at a March news conference.<\/p>\n\n\n\n<p>The Green New Deal for Public Housing will impact nearly 2 million people living in\u00a0over\u00a0950,000\u00a0public\u00a0housing homes. This legislation reduces public housing water bills by up to 30% per year, or $97 million, and energy bills by up to 70% per year, or $613 million, according to the proposed legislation. It also promises more jobs and will reduce annual carbon emissions by roughly 5.6 million metric tons, the equivalent of taking over 1.2 million cars off the road.<\/p>\n\n\n\n<p>\u201cAs the United States faces a deepening climate and housing crisis, public housing is burdened by government neglect, racial injustice, and chronic disrepair, including a $70 billion maintenance backlog,\u201d Sanders and Ocasio-Cortez said in releasing their proposal.<\/p>\n\n\n\n<p>\u201cResidents of public housing routinely suffer worse health outcomes due to mold infestations, lead contamination, poor indoor air quality, and unsafe temperatures.
